Va'era: On Institutionalization

(א) בָּרוּךְ אַתָּה יְהֹוָה אֱלֹהֵֽינוּ מֶֽלֶךְ הָעוֹלָם אֲשֶׁר קִדְּ֒שָֽׁנוּ בְּמִצְוֹתָיו וְצִוָּנוּ לַעֲסֹק בְּדִבְרֵי תוֹרָה:

(1) Blessed are You, Adonoy our God, Ruler of the Universe, Who sanctified us with commandments and commanded us to be engrossed in the words of Torah.

(יג) וַיְדַבֵּ֣ר יְהֹוָה֮ אֶל־מֹשֶׁ֣ה וְאֶֽל־אַהֲרֹן֒ וַיְצַוֵּם֙ אֶל־בְּנֵ֣י יִשְׂרָאֵ֔ל וְאֶל־פַּרְעֹ֖ה מֶ֣לֶךְ מִצְרָ֑יִם לְהוֹצִ֥יא אֶת־בְּנֵֽי־יִשְׂרָאֵ֖ל מֵאֶ֥רֶץ מִצְרָֽיִם׃ {ס}

(13) So Hashem spoke to both Moses and Aaron in regard to the Israelites and Pharaoh king of Egypt, instructing them to deliver the Israelites from the land of Egypt.

ויצום אל בני ישראל. צִוָּם עֲלֵיהֶם לְהַנְהִיגָם בְּנַחַת וְלִסְבֹּל אוֹתָם (שמות רבה):
ויצום אל בני ישראל signifies that HE GAVE THEM A CHARGE regarding them; viz., to deal with them in a gentle manner and to be patient with them (Exodus Rabbah 7:3)

Not only Pharaoh had to be persuaded to let the children of Israel go but Moses and Aaron had to persuade the children of Israel to leave Egypt, to willingly accept freedom with all its responsibilities and submit to the yoke of Heaven, rejecting the easier course of being ruled by others.
