(6) A story that R' Shimon of Mitzpah sowed before R' Gamliel. They went up to the Chamber of Hewn Stone and they asked. R' Yehoshua ben Levi said: On them, "And on them", all, "according to all," words, "the words:" Scripture, Mishnah, Talmud, and Aggadah. אמר ר׳ ינאי לא ניתנו דברי תורה חתוכין אלא כל דבר ודבר שהיה אומר הקב׳׳ה למשה היה אומר מ׳׳ט פנים טהור ומ׳׳ט פנים טמא. אמר לפניו רבונו של עולם עד מתי נעמוד על בירורה של הלכה. אמר לו אחרי רבים להטות. רבו המטמאין טמא רבו המטהרין טהור.
Midrash Tehillim 12
R' Yannai said, "The words of the Torah were not given clear-cut. Rather, each and every word that the Holy One Blessed Be He said to Moses, he said 49 faces pure and 49 faces impure. He said before him, "Master of the World", how long until we get to the clarification of Halacha? He said to him, "Go after the majority. If a majority says 'impure', impure; if a majority says 'pure,' pure.
(יח) וַיִּתֵּ֣ן אֶל־מֹשֶׁ֗ה כְּכַלֹּתוֹ֙ לְדַבֵּ֤ר אִתּוֹ֙ בְּהַ֣ר סִינַ֔י שְׁנֵ֖י לֻחֹ֣ת הָעֵדֻ֑ת לֻחֹ֣ת אֶ֔בֶן כְּתֻבִ֖ים בְּאֶצְבַּ֥ע אֱלֹהִֽים׃

He gave to Moses when he had finished speaking with him. R' Abahu said, all the forty days that Moses spent on high, he would learn Torah and forget. At the end, he said to him, "'Master of the World' 40 days have come and I don't know a thing." What did the Holy One Blessed Be He Do? When the 40 days had completed, he gave him the Torah like a present as it says, "He gave it to Moses." When he had finished (kaloto). Did Moses learn the whole Torah? Is it not written, "It's measure is longer than the earth" (Job 11:9)? Rather, the principles (klalim). The Holy One Blessed Be He taught the principles to Moses as it says, "When he had finished." Two Tables. Corresponding to the sky and the earth, and corresponding to the groom and the bride, and corresponding to groomsmen, and corresponding to two worlds. R' Hananya said, 'tablets' is written, this one wasn't bigger than this one. Stone tablets. That most of the punishments that are written about are stoning.
