People Called רע In The Torah

(ה) וַיַּ֣רְא ה' כִּ֥י רַבָּ֛ה רָעַ֥ת הָאָדָ֖ם בָּאָ֑רֶץ וְכָל־יֵ֙צֶר֙ מַחְשְׁבֹ֣ת לִבּ֔וֹ רַ֥ק רַ֖ע כָּל־הַיּֽוֹם׃

(5) The LORD saw how great was man’s wickedness on earth, and how every plan devised by his mind was nothing but evil all the time.

Hashem calls the people in general רע

(יג) וְאַנְשֵׁ֣י סְדֹ֔ם רָעִ֖ים וְחַטָּאִ֑ים לַה' מְאֹֽד׃
(13) Now the inhabitants of Sodom were very wicked sinners against the LORD.

Hashem calls the people of Sodom רע

(ח) וַיַּ֣רְא עֵשָׂ֔ו כִּ֥י רָע֖וֹת בְּנ֣וֹת כְּנָ֑עַן בְּעֵינֵ֖י יִצְחָ֥ק אָבִֽיו׃
(8) Esau realized that the Canaanite women displeased his father Isaac.

The Canaanite Women are called רע, maybe displeasing or evil.

(ז) וַיְהִ֗י עֵ֚ר בְּכ֣וֹר יְהוּדָ֔ה רַ֖ע בְּעֵינֵ֣י ה' וַיְמִתֵ֖הוּ ה'׃
(7) But Er, Judah’s first-born, was displeasing to the LORD, and the LORD took his life.

Er the son of Yehuda is called רע, maybe displeasing or evil.

(כז) עַד־מָתַ֗י לָעֵדָ֤ה הָֽרָעָה֙ הַזֹּ֔את אֲשֶׁ֛ר הֵ֥מָּה מַלִּינִ֖ים עָלָ֑י אֶת־תְּלֻנּ֞וֹת בְּנֵ֣י יִשְׂרָאֵ֗ל אֲשֶׁ֨ר הֵ֧מָּה מַלִּינִ֛ים עָלַ֖י שָׁמָֽעְתִּי׃
(27) “How much longer shall that wicked community keep muttering against Me? Very well, I have heeded the incessant muttering of the Israelites against Me.

The congregation of Israel was called רע

(ב) כִּֽי־יִמָּצֵ֤א בְקִרְבְּךָ֙ בְּאַחַ֣ד שְׁעָרֶ֔יךָ אֲשֶׁר־ה' אֱלֹקֶ֖יךָ נֹתֵ֣ן לָ֑ךְ אִ֣ישׁ אוֹ־אִשָּׁ֗ה אֲשֶׁ֨ר יַעֲשֶׂ֧ה אֶת־הָרַ֛ע בְּעֵינֵ֥י יְהוָֽה־אֱלֹקֶ֖יךָ לַעֲבֹ֥ר בְּרִיתֽוֹ׃

(2) If there is found among you, in one of the settlements that the LORD your God is giving you, a man or woman who has affronted the LORD your God and transgressed His covenant—

The Torah says that those who "עֲבֹ֥ר בְּרִיתֽוֹ" are רע or at least committed רע.

(כט) כִּ֣י יָדַ֗עְתִּי אַחֲרֵ֤י מוֹתִי֙ כִּֽי־הַשְׁחֵ֣ת תַּשְׁחִת֔וּן וְסַרְתֶּ֣ם מִן־הַדֶּ֔רֶךְ אֲשֶׁ֥ר צִוִּ֖יתִי אֶתְכֶ֑ם וְקָרָ֨את אֶתְכֶ֤ם הָֽרָעָה֙ בְּאַחֲרִ֣ית הַיָּמִ֔ים כִּֽי־תַעֲשׂ֤וּ אֶת־הָרַע֙ בְּעֵינֵ֣י ה' לְהַכְעִיס֖וֹ בְּמַעֲשֵׂ֥ה יְדֵיכֶֽם׃

(29) For I know that, when I am dead, you will act wickedly and turn away from the path that I enjoined upon you, and that in time to come misfortune will befall you for having done evil in the sight of the LORD and vexed Him by your deeds.

The Torah says that the future people of Bnei Yisrael will be רע
