Rabbi Elazar said to Rabbi Yosei to go and say to the Sages in the study hall: Do not be concerned with regard to your counting, that you might not have ruled properly, as you have not in fact instituted a new ordinance at all. This is the tradition that I received from Rabban Yoḥanan ben Zakkai, who heard from his teacher, and his teacher from his teacher: It is a halakha transmitted to Moses from Sinai that in Ammon and Moab one separates the poor man’s tithe in the Sabbatical Year. What is the reason? Those who ascended from Egypt conquered many cities, and those who ascended from Babylonia did not conquer them after the destruction of the First Temple.
כך מקובלני - שקדושה ראשונה שקידשה יהושע לשעתה לא קידשה לעתיד לבא אבל קדושה שניה נתקדשה לעולם כדתניא ביבמות (דף פב:) קדושה ראשונה ושניה יש להן שלישית אין להן לפיכך בשאר ארץ ישראל אין זריעה בשביעית אבל עמון ומואב הניחו מלקדשן כדי שיסמכו עליהן עניים בשביעית בלקט שכחה ופאה ובמעשר עני לכך תקנו להן שיהו מעשרין מעשר עני וברשות החכמים היה להטיל עליהן איזה מעשר שירצו לפי שאינן חייבין מן התורה:
(א) וּבִשְׁנַ֣ת אַחַ֗ת לְכ֙וֹרֶשׁ֙ מֶ֣לֶךְ פָּרַ֔ס לִכְל֥וֹת דְּבַר־יְהוָ֖ה מִפִּ֣י יִרְמְיָ֑ה הֵעִ֣יר יְהוָ֗ה אֶת־ר֙וּחַ֙ כֹּ֣רֶשׁ מֶֽלֶךְ־פָּרַ֔ס וַיַּֽעֲבֶר־קוֹל֙ בְּכָל־מַלְכוּת֔וֹ וְגַם־בְּמִכְתָּ֖ב לֵאמֹֽר׃
(1) In the first year of King Cyrus of Persia, when the word of the LORD spoken by Jeremiah was fulfilled, the LORD roused the spirit of King Cyrus of Persia to issue a proclamation throughout his realm by word of mouth and in writing as follows:
(א) וּבִשְׁנַ֣ת אַחַ֗ת לְכ֙וֹרֶשׁ֙ מֶ֣לֶךְ פָּרַ֔ס לִכְל֥וֹת דְּבַר־יְהוָ֖ה מִפִּ֣י יִרְמְיָ֑ה הֵעִ֣יר יְהוָ֗ה אֶת־ר֙וּחַ֙ כֹּ֣רֶשׁ מֶֽלֶךְ־פָּרַ֔ס וַיַּֽעֲבֶר־קוֹל֙ בְּכָל־מַלְכוּת֔וֹ וְגַם־בְּמִכְתָּ֖ב לֵאמֹֽר׃

וּבִשְׁנַ֣ת אַחַ֗ת לְכ֙וֹרֶשׁ֙...ואחשורוש שמלך אחריו עד שנת שתים למלכות דריוש בן אחשורוש מלך פרס שהוא דריוש בן אסתר ובשנת שתים למלכותו התחילו לבנות בית המקדש עד אשר הושלם הבנין ומשנת אחת לכורש עד שנת שתים לדריוש בן אחשורוש מלך פרס שנבנה הבית בימיו היו י"ח שנה לקיים מה שנאמר (דניאל ט׳:ב׳) למלאות לחרבות ירושלים ע' שנה וגו' ועכשיו בשנת שתים לדריוש הושלמו ע' שנה למלאות לחרבות ירושלים חורבן הבית שגלה צדקיהו ומגלות יהויקים עד גלות צדקיהו שנחרב הבית היו שמנה עשר' שנה ועכשיו בשנת אחת לכורש מלך פרס הושלמו ע' שנה מגלות יהויקים שגלו ישראל לבבל....
(א) כל תשא עון. כל עוונותינו סלח: (ב) וקח טוב. ולמדנו דרך טוב, דבר אחר מעט מעשים טובים שבידינו קח בידך ושפטנו אחריהם וכן דוד אומר מלפניך משפטי יצא עיניך תחזינה מישרים (תהילים י״ז:ב׳) דבר אחר וקח טוב וקבל הודיה מאתנו שנאמר טוב להודות לה' (שם צב): (ג) ונשלמה פרים. שהיה לנו להקריב לפניך נשלם אותם בריצוי דברי שפתינו:
(כח) וְהַיָּמִ֣ים הָ֠אֵלֶּה נִזְכָּרִ֨ים וְנַעֲשִׂ֜ים בְּכָל־דּ֣וֹר וָד֗וֹר מִשְׁפָּחָה֙ וּמִשְׁפָּחָ֔ה מְדִינָ֥ה וּמְדִינָ֖ה וְעִ֣יר וָעִ֑יר וִימֵ֞י הַפּוּרִ֣ים הָאֵ֗לֶּה לֹ֤א יַֽעַבְרוּ֙ מִתּ֣וֹךְ הַיְּהוּדִ֔ים וְזִכְרָ֖ם לֹא־יָס֥וּף מִזַּרְעָֽם׃ (ס)
(28) Consequently, these days are recalled and observed in every generation: by every family, every province, and every city. And these days of Purim shall never cease among the Jews, and the memory of them shall never perish among their descendants.
(יח) כָּל סִפְרֵי הַנְּבִיאִים וְכָל הַכְּתוּבִים עֲתִידִין לִבָּטֵל לִימוֹת הַמָּשִׁיחַ חוּץ מִמְּגִלַּת אֶסְתֵּר וַהֲרֵי הִיא קַיֶּמֶת כַּחֲמִשָּׁה חֻמְּשֵׁי תּוֹרָה וְכַהֲלָכוֹת שֶׁל תּוֹרָה שֶׁבְּעַל פֶּה שֶׁאֵינָן בְּטֵלִין לְעוֹלָם. וְאַף עַל פִּי שֶׁכָּל זִכְרוֹן הַצָּרוֹת יְבֻטַּל שֶׁנֶּאֱמַר (ישעיה סה טז) "כִּי נִשְׁכְּחוּ הַצָּרוֹת הָרִאשׁוֹנוֹת וְכִי נִסְתְּרוּ מֵעֵינִי". יְמֵי הַפּוּרִים לֹא יִבָּטְלוּ שֶׁנֶּאֱמַר (אסתר ט כח) "וִימֵי הַפּוּרִים הָאֵלֶּה לֹא יַעַבְרוּ מִתּוֹךְ הַיְּהוּדִים וְזִכְרָם לֹא יָסוּף מִזַּרְעָם":
(18) All Prophetic Books and the Sacred Writings will cease [to be recited in public] during the messianic era except the Book of Esther. It will continue to exist just as the Five Books of the Torah and the laws of the Oral Torah that will never cease. Although ancient troubles will be remembered no longer, as it is written: "The troubles of the past are forgotten and hidden from my eyes" (Isaiah 65:16), the days of Purim will not be abolished, as it is written: "These days of Purim shall never be repealed among the Jews, and the memory of them shall never cease from their descendants" (Esther 9:28).

A Divine Voice emerged and said to the members of the Great Assembly: “Do you see a man diligent in his business? He shall stand before kings; he shall stand not before obscure men” (Proverbs 22:29). See the greatness of Solomon, who preceded construction of My House, the Temple, to the construction of his house. Moreover, My House he built quickly, in just seven years, and his house he constructed in thirteen years. Therefore, “he shall stand before kings; he shall stand not before obscure men,” and it is inappropriate to enumerate him among the wicked. And they paid it no heed. A Divine Voice emerged and said: “Shall His recompense be as you will it? For you loathe it, so that you must choose, and not I? Therefore, speak what you know” (Job 34:33). Only God, and not the people, determines who has a share in the World-to-Come. The Gemara adds: Those who interpret the Torah metaphorically would say: All of those enumerated who have no share ultimately enter the World-to-Come, as it is stated: “Gilead is Mine, and Manasseh is Mine, and Ephraim also is the strength of My head; Judah is My scepter; Moab is My washing pot; over Edom I will cast My shoe; Philistia, cry aloud because of Me” (Psalms 60:9–10, and see 108:9–10). “Gilead is Mine and Manasseh is Mine”; this is referring to Ahab, who fell in Ramoth Gilead. “Manasseh”, in its plain meaning, is referring to King Manasseh. “Ephraim also is the strength of My head”; this is referring to Jeroboam, who comes from the tribe of Ephraim. “Judah is My scepter”; this is referring to Ahithophel,

(7) For who in the skies can equal the LORD, can compare with the LORD among the divine beings, (8) a God greatly dreaded in the council of holy beings, held in awe by all around Him? (9) O LORD, God of hosts, who is mighty like You, O LORD? Your faithfulness surrounds You; (10) You rule the swelling of the sea; when its waves surge, You still them. (11) You crushed Rahab; he was like a corpse; with Your powerful arm You scattered Your enemies. (12) The heaven is Yours, the earth too; the world and all it holds— You established them. (13) North and south— You created them; Tabor and Hermon sing forth Your name.
