The process
The technical methods have yet to be published in peer review articles, but here is a general description of the type of process that various companies that are developing these technologies would use to turn muscle precursor cells into meat fit for consumption. Briefly, this process begins by carefully removing muscle tissue from a living cow’s neck muscle via a small syringe without harming the animal. Muscle precursor cells, such as myosatellite cells, are then separated from the other cells in the tissue sample and grown in vitro in a bio-reactor.
Does it Matter if the animal is Kosher
וּמָה הֵם בַּאֲכִילָה. בְּהֵמָה טְהוֹרָה שֶׁיָּלְדָה כְּמִין בְּהֵמָה טְמֵאָה, מֻתָּר בַּאֲכִילָה. וּטְמֵאָה שֶׁיָּלְדָה כְּמִין בְּהֵמָה טְהוֹרָה, אָסוּר בַּאֲכִילָה, שֶׁהַיּוֹצֵא מֵהַטָּמֵא, טָמֵא. וְהַיּוֹצֵא מִן הַטָּהוֹר, טָהוֹר.
And what about eating them? If a pure species gives birth to [a creature which] looks like an impure species, it is permissible to eat [the offspring]; if an impure species gives birth to [a creature which] looks like a pure species, it is forbidden to eat [the offspring], for that which comes from an impure species is impure and that which comes from a pure species is pure.

If it is known, prior to milking a cow that it is a treifa, for example the animal suffers from a torn limb, or ... if it was known, then all milk made three days before the shechita is forbidden.
(א) כָּל מַאֲכָל הַיּוֹצֵא מִמִּין מִן הַמִּינִין הָאֲסוּרִין שֶׁלּוֹקִין עַל אֲכִילָתָן הֲרֵי אוֹתוֹ הַמַּאֲכָל אָסוּר בַּאֲכִילָה מִן הַתּוֹרָה. כְּגוֹן חֲלֵב בְּהֵמָה וְחַיָּה הַטְּמֵאִים וּבֵיצֵי עוֹף וְדָג הַטְּמֵאִים שֶׁנֶּאֱמַר (ויקרא יא טז) (דברים יד טו) "וְאֵת בַּת הַיַּעֲנָה" זוֹ בֵּיצָתָהּ. וְהוּא הַדִּין לְכָל הָאָסוּר כְּיַעֲנָה וּלְכָל הַדְּבָרִים הַדּוֹמִין לְבֵיצָה:
Any food that comes from one of the forbidden types is forbidden and we give lashes for it's consumption because this food is forbidden from the Torah. For example, milk from an impure animal and eggs from an impure fish or fowl. As it says ".. and the bat ya'anah". This includes it's eggs, and this is the rule for everything that is forbiffen like the ya'anah and everything that resembles eggs.

What if the Cow is Shechted After the Sample is Taken
וְהָאוֹכֵל מִמֶּנָּה קֹדֶם שֶׁתֵּצֵא נַפְשָׁהּ עוֹבֵר בְּלֹא תַּעֲשֶׂה. וַהֲרֵי הוּא בִּכְלַל (ויקרא יט כו) "לֹא תֹאכְלוּ עַל הַדָּם" וְאֵינוֹ לוֹקֶה. וּמֻתָּר לַחְתֹּךְ מִמֶּנָּה אַחַר שְׁחִיטָה קֹדֶם שֶׁתֵּצֵא נַפְשָׁהּ וּמוֹלְחוֹ יָפֶה יָפֶה וּמְדִיחוֹ יָפֶה יָפֶה וּמַנִּיחוֹ עַד שֶׁתָּמוּת וְאַחַר כָּךְ יֹאכְלֶנּוּ:
One who eats from [the slaughtered animal] before it dies has violated a commandment. It is included in "do not eat it on the blood", and we do not apply lashes. Cutting a piece off before the animal dies after it has been slaughtered, salting it well, rinsing it well, and letting it rest until after the animal dies and eating it is permitted.
Can the Sample be Batel?
הגה משום דדבר האסור בעצמו ומעמיד אפילו באלף לא בטיל (כ"כ ב"י לדעת הרשב"א ור"ן) ודוקא שלא היה שם מעמיד אחר רק האסור אבל אם היה שם ג"כ מעמיד היתר הוי זה וזה גורם ומותר אם איכא ס' נגד האסור (ממשמעות המרדכי) .
Rema: Because something that's intrinsically forbidden, and it was used as a catalyst [to curdle milk], even in a thousand parts it's not nullified. And this is precisely if there was nothing else that was used to curdle except the forbidden item, but if there was something else that is permitted that was used to curdle, then both this and that caused it [to curdle] and it would be permitted if there was sixty times [the permitted] against the forbidden.
דין דבר שיש לו מתירין. ובו ד' סעיפים:
כל דבר שיש לו מתירין כגון ביצה שנולדה ביום טוב שראויה למחר אם נתערב' באחרות בין שלימה בין טרופה אינה בטלה אפילו באלף
Any thing which has a way to become mutar, like if an egg laid on yom tov was mixed up in other eggs and it is proper to be stringent [and not eat any of the eggs], whether whole or part, is not nullified even in a 1000.
Salting or roasting the meat would destroy the needed cells. Can we extract the blood another way?

אלא פולט שאין לנו אלא מליחה וצלי להתיר ולא דברים אחרים.
Another Way Around The Blood Issue
(מה) (מה) מותר לכתוב בו - ולא חיישינן שמא ישכח ויתן קולמוסו לתוך פיו כדרך הסופרים וחמץ שנפסל מאכילת כלב הלא אסור באכילה וכנ"ל דזה דוקא כשאכלו בכונה ומשום דהוא אחשביה משא"כ בזה שהוא שלא בכונה אין קפידא [מ"א בשם תה"ד]:
We are not concerned that one will forget and put ink into his mouth in the way that scribes do because chametz that in no longer fit for eating is not forbidden to eat. Regarding the above, this is only if one eats intentionally since this is achshevei, which is not the case here since he ate unintentionally. (Magen Avraham)

אבל יש לדון מטעם אחר לפ"מ שאמר כתר"ה דנעשו אינם ראוים לאכילה, שלכן אף שמצד הבשר עצמו אם נעשה אינו ראוי לאכילה והוא בשר איסור לא היינו מתירין, משום דאולי כיון שמה שנפסל מאכילה הוא מצד הכנתם בזה לאוכל יותר טוב כשהדזעלאטין לא נבטל משם אוכל ואסור עתה כשהוא ראוי וטוב לאכילה, ויש קצת לדמות זה לפגם בתחלה וסופו להשביח שאסור כדאיתא ברמב"ם פט"ו ממ"א הכ"ח ובש"ע סימן ק"ג סעיף ב', מ"מ בבשר כשר והנידון הוא מצד בליעת הדם וכיון שנפסל מאכילה שוב ליכא טעם האיסור, דמה שיהיה ראוי וטוב לאכילה אינו כלל מן הדם ואם האמת הוא שנפסל מאכילה יש מקום להתיר.
The Growth Medium
Basically, once you’ve harvested the cells you want to turn into a piece of meat, you grow them in a series of tanks. The first one, called a cell proliferation bioreactor, simply allows the cells to multiply until there are enough to use. The bioreactor also contains a cell culture medium, made up of salts, proteins, fats, sugars, vitamins and other nutrients and substances that help cells grow. In most labs it has also usually included serum—blood from which the cells and the clotting factors have been removed.
איסור שנשרה עם היתר מעת לעת בצונן מקרי כבוש והרי הוא כמבושל ונאסר כולו אבל פחות מכאן בהדחה סגי:
A forbidden item that was soaked with a cold permissible item for 24 hours, as in pickling, behold this is like it has been cooked and it is forbidden in its entirety. But less than [24 hours], rinsing is enough [to then eat the permissible item].
Such culture media pose significant Kashrus concerns based on the source of their components, as well as concerns of mixing milk and meat (Ba’sar b’Cholov). Whenever non-Kosher meat, casein, or proteolytic agents are used, cultures grown on such media are generally not considered Kosher.
10 In general the use of non-Kosher ingredients at any stage of the culture propagation would compromise its Kosher status, a status that would be retained in all subsequent generations of growth (as noted previously, concerning propagation of cultures from fermented). For cases in which both Kosher and non-Kosher ingredients were included in the growth media, however, the Kosher status of the culture may not be compromised. The intentional use of such media, however, is not permitted.
