.. The meaning of this is that man's actions are happenstance, and therefore G-d forgives the first three times, because it has not become strengthened within him, and the sin is considered as if it was by chance (rather than thought out). G-d forgives sins which were just by chance. However, once this has happened three times, it is not considered to be by chance, and then G-d does not forgive.
(29) Truly, God does all these things Two or three times to a man,
This means to say that when a person sins - the first three times G-d will arouse him to repent in a dream, and if he doesn't accept it, he will increase the pain thereof.
And here is the answer to the question that everyone asks: If God hardened Pharaoh’s heart, what then was his transgression [since he had no choice]? There are two answers, which both hold true: First, Pharaoh, in his wickedness, had unjustifiably treated the Jews terribly, so he was punished with the withdrawal of the path of repentance, and there are many verses regarding this in the Torah and the Writings, and he was punished by his original deeds. Secondly, only the second half of the [ten] plagues were brought upon Egypt due to Pharaoh’s transgressions, as the Torah states, And Pharaoh’s heart was strengthened, (Shemot 7:13, 26; 8:15), and Pharaoh hardened his heart (ibid. 8:28, 9:7). He did not want to send the Jews out of Egypt for the glory of God; rather, when the plagues increased and he was becoming too worn out to withstand them, his heart softened and he decided to send them out because of the severity of the plagues themselves, but not in order to do the will of his Creator. Therefore, God strengthened his spirit and gave courage to his heart so that His Name would be declared [throughout the world], as we read: Thus will I magnify Myself, and sanctify Myself, and I will make Myself known in the eyes of many nations; and they shall know that I am Adønαi. (Ez. 38:23).
And that that is written before the plagues (Shemot / Ex. 3:19) and I know that the king of Egypt will not let you go, this is the reason for and I will stiffen Pharaoh’s heart and multiply My wonders that is to say that I will stiffen his heart so as to increase my wonders in the land of Egypt, because in the last five plagues, and also in the drowning at the sea it is written and Adønαi strenghthened (14:8) because the heart of the king is in the hand of Adønαi He turns it how He wants.
Rabbi Chayim Shmuelevitz:
Hoewever, this is the matter: Man's tragedy is that he becomes accustomed to his situation, no matter how bad and week it is. He accepts it in all situations. This is the power of acclimatization. If this is the case, he doesn't feel the need to return with Teshuva. If he were to see suddenly his situation and where this will lead him to in the final analysis, for sure he would arouse himself to turn into another person.

(4) Among the ways of repentance are, for the penitent to continue to cry out in tearful supplication before the Name, to bestow alms according to his means, and to distance himself exceedingly from the thing wherein he sinned, to have his indentity changed, as if saying: "I am now another person, and not that person who perpetrated those misdeeds", to completely change his conduct for the good and straight path, and to exile himself from his place of residence, for exile atones iniquity, because it leads him to submissiveness and to be meek and humble-spirited.4Rosh-ha-Shanah, 16b. Yakum Ish Tzerorrot was the nephew of Rabbi Yosse ben Yoezer, and he was riding on his horse on the Sabbath day. He rode to the gallows on which they were about to hang his uncle, and he said to him:" See the horse that I am riding on, and see the horse that you are riding on!"
Rabbi Yosse replied: "If this is what G-d does to those that anger him, how much will G-d reward those who do his bidding!"
His nephew retorted: "Is there any man who does G-d's will more than you?"
Rabbi Yosse Replied:" If this is how badly G-d treats me, how much more so to those who anger Him!".
These words entered Yosse's soul like poison, and he committed suicide. When Rabbi Yosse saw this, he saw the bed (of his nephew) flying in the air and exclaimed: "He has beaten me by a short period of time to the garden of Eden".
Rabbi Yitschak Isaac Sher
What is the secret that prevents a person from breaking his habits...?
The answer is implanted in the strength of breaking the yoke which rules the soul of a human being. This strength does not allow a person to bear any yoke or external control over himself. On the contrary, it is is his self determination to enjoy 'freedom', without being disturbed by anything. It is the desire for self determination, for true freedom that can allow a person to remove himself from smoking which has ruled him. He doesn't want this yoke on him, and he desires to be free of his behaviours/habits....
The explanation of this is that G-d is not like mankind, because man is physical, he can be assuaged by physical things like money, but G-d who is not physical can be assuaged by incorporeal elements....G-d considers it to be a favor, because through the process of repentance there is a world, because if there are no creations, who is G-d king over?
When a person sins and leaves his own area and yoke of G-d, it is not proper that he has an obligation on himself from G-d, because he has left that bracket/boundary. Therefore when he does Teshuva G-d considers it to be a favour because he has done more than he needs to, and this needs to be understood.
Rabbi Yitschak Hutner
We have found an incredible idea in the Maharal here. It still seems incredible to understand how it is possible that G-d would consider it to be a favour, and not as an obligation (to repent), surely there is no greater obligation than the obligation to repent. The Maharal therefore explains something which opens the heavens themselves. Think for yourself: A person who does a Mitzva is considered like a person who pays his debt.. whereas someone who sins, and repents is considered to be doing far more than he is required to do, and as if he donated something!
Therefore, we must say that the intention of Hoshea reveals to us something incredible in the kindness of repentence. From one side, there is no greater obligation than to repent. Yet, all the positive commandments which a person keeps afterwards is like a donation, meaning to say that Teshuva is a work of renewal and transformation, this transformation also creates a different level of obligation which occour simultaniously. This obligation never existed before the individual did Teshuva. the Teshuva returns an individual to their origin , which removes that person from their prior obligations. Any creation which has no obligation is certainly someone who brings a donation.
