ח: כי פתח תפתח את ידך לו מנ' אם פתחת פעם אחת פתח אפלו מאה פעמים ת"ל כי פתח תפתח כו':
ד"א כי פתח תפתח אין לי אלא עניי עירך עניי עיר אחרת מניין ת"ל פתח תפתח מכל מקום: והעבט תעביטנו אין לי אלא שאין לו ואין רוצה להתפרנס יש לו ואין רוצה להתפרנס מנ' ת"ל והעבט תעביטנו מכל מקום:
“You shall surely open your hand to the poor” (Deuteronomy 15:8) How do we know that one is obligated to give to a person even 100 times? The text says “surely open” (using the verb p-t-h—open—twice to show emphasis.) Another interpretation of “You shall surely open your hand to the poor”—From “you shall open,” we only learn the obligation to give to the poor of one’s own city. From the double use of the verb p-t-h, we learn the obligation to give even to the poor of another city. [Translation by Rabbi Jill Jacobs]
