Moses as a Model for Transition in Leadership
(טו) וַיְדַבֵּ֣ר מֹשֶׁ֔ה אֶל־יקוק לֵאמֹֽר׃ (טז) יִפְקֹ֣ד יקוק אֱלֹקֵ֥י הָרוּחֹ֖ת לְכָל־בָּשָׂ֑ר אִ֖ישׁ עַל־הָעֵדָֽה׃ (יז) אֲשֶׁר־יֵצֵ֣א לִפְנֵיהֶ֗ם וַאֲשֶׁ֤ר יָבֹא֙ לִפְנֵיהֶ֔ם וַאֲשֶׁ֥ר יוֹצִיאֵ֖ם וַאֲשֶׁ֣ר יְבִיאֵ֑ם וְלֹ֤א תִהְיֶה֙ עֲדַ֣ת יקוק כַּצֹּ֕אן אֲשֶׁ֥ר אֵין־לָהֶ֖ם רֹעֶֽה׃ (יח) וַיֹּ֨אמֶר יקוק אֶל־מֹשֶׁ֗ה קַח־לְךָ֙ אֶת־יְהוֹשֻׁ֣עַ בִּן־נ֔וּן אִ֖ישׁ אֲשֶׁר־ר֣וּחַ בּ֑וֹ וְסָמַכְתָּ֥ אֶת־יָדְךָ֖ עָלָֽיו׃ (יט) וְהַֽעֲמַדְתָּ֣ אֹת֗וֹ לִפְנֵי֙ אֶלְעָזָ֣ר הַכֹּהֵ֔ן וְלִפְנֵ֖י כָּל־הָעֵדָ֑ה וְצִוִּיתָ֥ה אֹת֖וֹ לְעֵינֵיהֶֽם׃ (כ) וְנָתַתָּ֥ה מֵהֽוֹדְךָ֖ עָלָ֑יו לְמַ֣עַן יִשְׁמְע֔וּ כָּל־עֲדַ֖ת בְּנֵ֥י יִשְׂרָאֵֽל׃ (כא) וְלִפְנֵ֨י אֶלְעָזָ֤ר הַכֹּהֵן֙ יַעֲמֹ֔ד וְשָׁ֥אַל ל֛וֹ בְּמִשְׁפַּ֥ט הָאוּרִ֖ים לִפְנֵ֣י יקוק עַל־פִּ֨יו יֵצְא֜וּ וְעַל־פִּ֣יו יָבֹ֗אוּ ה֛וּא וְכָל־בְּנֵי־יִשְׂרָאֵ֥ל אִתּ֖וֹ וְכָל־הָעֵדָֽה׃ (כב) וַיַּ֣עַשׂ מֹשֶׁ֔ה כַּאֲשֶׁ֛ר צִוָּ֥ה יקוק אֹת֑וֹ וַיִּקַּ֣ח אֶת־יְהוֹשֻׁ֗עַ וַיַּֽעֲמִדֵ֙הוּ֙ לִפְנֵי֙ אֶלְעָזָ֣ר הַכֹּהֵ֔ן וְלִפְנֵ֖י כָּל־הָעֵדָֽה׃ (כג) וַיִּסְמֹ֧ךְ אֶת־יָדָ֛יו עָלָ֖יו וַיְצַוֵּ֑הוּ כַּאֲשֶׁ֛ר דִּבֶּ֥ר יקוק בְּיַד־מֹשֶֽׁה׃ (פ)
(15) Moses spoke to the LORD, saying, (16) “Let the LORD, Source of the breath of all flesh, appoint someone over the community (17) who shall go out before them and come in before them, and who shall take them out and bring them in, so that the LORD’s community may not be like sheep that have no shepherd.” (18) And the LORD answered Moses, “Single out Joshua son of Nun, an inspired man, and lay your hand upon him. (19) Have him stand before Eleazar the priest and before the whole community, and commission him in their sight. (20) Invest him with some of your authority, so that the whole Israelite community may obey. (21) But he shall present himself to Eleazar the priest, who shall on his behalf seek the decision of the Urim before the LORD. By such instruction they shall go out and by such instruction they shall come in, he and all the Israelites, the whole community.” (22) Moses did as the LORD commanded him. He took Joshua and had him stand before Eleazar the priest and before the whole community. (23) He laid his hands upon him and commissioned him—as the LORD had spoken through Moses.
(א) יפקד יקוק. כיון ששמע משה שאמר לו המקום תן נחלת צלפחד לבנותיו אמר הגיע שעה שאתבע צרכי שיירשו בני את גדולתי. אמר לו הקב"ה לא כך עלתה במחשבה לפני. כדאי הוא יהושע ליטול שכר שמושו שלא מש מתוך האהל. וזהו שאמר שלמה (משלי כז, יח) נוצר תאנה יאכל פריה (במ"ר. תנחומא יא): (ב) אלקי הרוחות. למה נאמר אמר לפניו רבונו של עולם גלוי וידוע לפניך דעתו של כל אחד ואחד ואינן דומין זה לזה מנה עליהם מנהיג שיהא סובל כל אחד ואחד לפי דעתו (שם י):
(1) יפקד ה׳ LET THE LORD … SET [A MAN OVER THE CONGREGATION] — When Moses heard that the Omnipresent said to him, “Give the inheritance of Zelophehad to his daughters”, he said to himself, “The time has come that I should ask something that I want — that my sons should inherit my high position”. God replied to him, “Not thus has entered My mind; Joshua deserves to receive the reward of his ministrations, because “he has never departed from out the tent” (Exodus XXXIII 11). — This is what Solomon said, (Proverbs 27:18) ‘‘Whoso keepeth the fig-tree shall eat the fruit thereof, [and he that waiteth on his master shall be honoured]” (Midrash Tanchuma, Pinchas 11). (2) אלהי הרוחת GOD OF THE SPIRITS [OF ALL FLESH] — Why is this expression used? (i.e., why does it not state simply אלהי כל בשר?) He said to Him: “Lord of the Universe! the personality of each person is revealed to you, and no two are alike. Appoint over them a leader who will tolerate each person according to his individual character (Midrash Tanchuma, Pinchas 10; cf. Yalkut Shimoni on Torah 776).
(א) ויסמך את ידיו. בעין יפה יותר ויותר ממה שנצטווה. שהקב"ה אמר לו וסמכת את ידך והוא עשה בשתי ידיו ועשאו ככלי מלא וגדוש ומלאו חכמתו בעין יפה (שם):
(1) ויסמך את ידיו AND HE LAID HIS HANDS [UPON HIM] — generously (in full measure), even more than he had been commanded, for the Holy One, blessed be He, had said, (v. 18) “Lay thy hand [upon him]”, but he did this with his two hands (Yalkut Shimoni on Torah 960), and so made of him a full and heaped up vessel (Sifrei Bamidbar 141:3) and filled him generously with his own wisdom.
