(כט) וַ֠תִּכְתֹּב אֶסְתֵּ֨ר הַמַּלְכָּ֧ה בַת־אֲבִיחַ֛יִל וּמָרְדֳּכַ֥י הַיְּהוּדִ֖י אֶת־כָּל־תֹּ֑קֶף לְקַיֵּ֗ם אֵ֣ת אִגֶּ֧רֶת הַפּוּרִ֛ים הַזֹּ֖את הַשֵּׁנִֽית׃
(20) Mordecai recorded these events. And he sent dispatches to all the Jews throughout the provinces of King Ahasuerus, near and far, (21) charging them to observe the fourteenth and fifteenth days of Adar, every year— (22) the same days on which the Jews enjoyed relief from their foes and the same month which had been transformed for them from one of grief and mourning to one of festive joy. They were to observe them as days of feasting and merrymaking, and as an occasion for sending gifts to one another and presents to the poor. (23) The Jews accordingly assumed as an obligation that which they had begun to practice and which Mordecai prescribed for them...(29) Then Queen Esther daughter of Abihail wrote a second letter of Purim for the purpose of confirming with full authority the aforementioned one of Mordecai the Jew.
(ה) מגבת פורים לפורים ומגבת העיר לאותה העיר אין מדקדקין במגבת פורים אבל לוקחים את העגלים ושוחטין ואוכלין אותן והמותר [אל] יפול לכיס של צדקה ר"א אומר מגבת פורים [אל יעשה ממנו עני רצועה לסנדלו].
(ו) רבי מאיר אומר [הלוה מעות מחבירו] ליקח בהן פירות אל יקח בהן כלים כלים אל יקח בהן פירות [מפני שגונב דעת המלוה] רבי שמעון בן אלעזר אומר משום ר"מ [הלוה מעות מחבירו] ליקח בהן חלוק אל יקח בהן טלית טלית אל יקח בהן חלוק [מפני שגונב דעת מלוה].
(5) The collection of Purim is designated for Purim and the collection of a city is designated for that city. One is not frugal with the collection of Purim, rather we buy with it calves and slaughter and eat them. The extra money should (not) be added to the general charity fund. Rabbi Akiva said "The collection of Purim should not be used to buy a shoe lace for a poor person."
(6) Rabbi Meir said "One who borrows money from one's fellow to buy fruit should not use it to buy vessels; [...] to buy vessels should not use that it to buy fruit since she steals the mind of [misleads] the lender." Rabbi Shimon ben Elazar said in the name of Rabbi Meir "One who borrows money from one's fellow to buy a shirt should not use it to buy a cloak; [...] to buy a cloak should not use it to buy a shirt since she misleads the lender.

(טז) וְחַיָּב לְחַלֵּק לָעֲנִיִּים בְּיוֹם הַפּוּרִים. אֵין פּוֹחֲתִין מִשְּׁנֵי עֲנִיִּים נוֹתֵן לְכָל אֶחָד מַתָּנָה אַחַת אוֹ מָעוֹת אוֹ מִינֵי תַּבְשִׁיל אוֹ מִינֵי אֳכָלִין שֶׁנֶּאֱמַר (אסתר ט כב) "וּמַתָּנוֹת לָאֶבְיוֹנִים", שְׁתֵּי מַתָּנוֹת לִשְׁנֵי עֲנִיִּים. וְאֵין מְדַקְדְּקִין בִּמְעוֹת פּוּרִים אֶלָּא כָּל הַפּוֹשֵׁט יָדוֹ לִטּל נוֹתְנִין לוֹ. וְאֵין מְשַׁנִּין מָעוֹת פּוּרִים לִצְדָקָה אַחֶרֶת:
(יז) מוּטָב לָאָדָם לְהַרְבּוֹת בְּמַתְּנוֹת אֶבְיוֹנִים מִלְּהַרְבּוֹת בִּסְעֻדָּתוֹ וּבְשִׁלּוּחַ מָנוֹת לְרֵעָיו. שֶׁאֵין שָׁם שִׂמְחָה גְּדוֹלָה וּמְפֹאָרָה אֶלָּא לְשַׂמֵּחַ לֵב עֲנִיִּים וִיתוֹמִים וְאַלְמָנוֹת וְגֵרִים. שֶׁהַמְשַׂמֵּחַ לֵב הָאֻמְלָלִים הָאֵלּוּ דּוֹמֶה לַשְּׁכִינָה שֶׁנֶּאֱמַר (ישעיה נז טו) "לְהַחֲיוֹת רוּחַ שְׁפָלִים וּלְהַחֲיוֹת לֵב נִדְכָּאִים":
(15) What is the nature of our obligation for this feast? A person should eat meat and prepare as attractive a feast as his means permit. He should drink wine until he becomes intoxicated and falls asleep in his intoxication. And similarly a a person is obligated to send two portions of meat or two types of cooked food or two types of food to his friend, as it says (Esther 9:22) "and send portions one man to another" two portions to one man. And all that increase to send to others is praiseworthy. And if he has no [money] he should exchange with his friend: this one sends to this his meal and this one sends to this his meal in order to fulfill (Esther 9:22) "and send portions one man to another".
(16) One is required to distribute charity to the poor on Purim.— — The applicants for Purim money should not be scrutinized; it should be given to anyone who holds out his hand. Purim money must not be diverted to any other charity.
(17) One should rather spend more money on gifts to the poor than on his Purim banquet and presents to his friends. No joy is greater and more glorious than the joy of gladdening the hearts of the poor, the orphans, the widows, and the strangers. He who gladdens the heart of these unhappy people imitates God, as it is written: "I am … to revive the spirit of the humble, and to put heart into the crushed" (Isaiah 57:15).
(א) דין מעות פורים לעניים ובו ד סעיפים
חייב כל אדם ליתן לפחות שתי מתנות לשני עניים: הגה יש אומרים שיש ליתן קודם פורים מחצית מן המטבע הקבוע באותו מקום ובאותו זמן זכר למחצית השקל שהיו נותנין באדר ... ואין חייב ליתנו רק מי שהוא מבן עשרים ולמעלה...
The Rules of giving Money to the poor on Purim, 4 ideas:
(1) All people must give at least two gifts to two poor people. Rem"a: Some say that there is [support] to give prior to Purim a half-coin that is established in that place and in that time as a memorial to the Shekel half-coin that they would give in Adar. And only someone who is 20 or older is obligated to give...
(א) כל אדם - בין איש ובין אשה ואפילו עני המתפרנס מן הצדקה דעת כמה אחרונים דצריך לתת ממה שנתנו לו:
(1) All people - No matter what their gender [all must give], and even a person who is needy themselves, and who is supported by tzedaka, needs to give from what they give to them.
(ב) אין משנים מעות פורים לצדקה אחרת: הגה ודוקא הגבאים (מרדכי פ"ק דבבא בתרא) אבל העני יכול לעשות בו מה שירצה:
(ג) אין מדקדקין במעות פורים אלא כל מי שפושט ידו ליטול נותנים לו ובמקום שנהגו ליתן אף לעכו"ם נותנים:
(2) 2. One should not change money that was given to the poor for Purim for other Tzedakah causes. RAMA: This is referring to the collectors of the money (Mordechai) — the poor can do whatever they want.
(3) 3. One is not exacting with their money on Purim. Rather, one should give to anyone who extends their hands. And in places where they have a custom to give even to non-Jews - one should give.
(ג) כָּל אָדָם אֲפִלּוּ עָנִי שֶׁבְּיִשְֹרָאֵל הַמְקַבֵּל צְדָקָה, חַיָב לִתֵּן לְכָל הַפָּחוֹת שְׁתֵּי מַתָּנוֹת לִשְׁנֵי עֲנִיִים, דְּהַיְנוּ מַתָּנָה אַחַת לְכָל אֶחָד, דִּכְתִיב, וּמַתָּנוֹת לָאֶבְיֹנִים, מַשְׁמַע שְׁתֵּי מַתָּנוֹת לִשְׁנֵי עֲנִיִים. וְאֵין מְדַקְדְּקִים בִּמְעוֹת פּוּרִים, אֶלָּא כָּל הַפּוֹשֵׁט יָד לִטּוֹל, נוֹתְנִים לוֹ. וּמִי שֶׁהוּא בְּמָקוֹם שֶׁאֵין שָׁם עֲנִיִים, יְעַכֵּב אֶת הַמָּעוֹת אֶצְלוֹ, עַד שֶׁיִזְדַּמְּנוּ לוֹ עֲנִיִים אוֹ יִשְׁלָחֵם לָהֶם.
Every person, even a poor person who himself receives charity, is obligated to give at least two gifts to two poor people, that is, one gift for each of them, on Purim - as it was written: "gifts to the needy" - (because of the plurals on the word gifts and needy) we learn it must be two gifts to two needy people. We are not so careful (with who can receive) the Purim-Sedudah tezdaka, rather any that request it, we give to them. And in a place where there are no needy people, a person is able to delay their giving, until they stumble upon someone in need, or send it [to another place where it is needed].
Resolution on Poverty in the United States (CJLS)
Whereas Jewish tradition commands us to “open your hand [to the poor person] and provide sufficient for the need” (Deut. 15:8), and reminds us that “just as God clothed the naked- so too must you supply clothes for the naked [poor]” (Talmud B. Sotah 14a);
Whereas the Jewish community has long demonstrated a commitment to economic and social justice in the United States as exemplified by the involvement of hundreds of Conservative synagogues, schools and camps in social justice programs such as food banks, homeless shelters, home rebuilding projects and medical clinics;
Whereas the Rabbinical Assembly has been on record as advocating for the rights of the needy in “You Shall Strengthen the Poor: A Rabbinical Letter on the Poor” by Rabbi Elliot Dorff as well as several resolutions over the course of many years;
Whereas the devastation of Hurricanes Katrina and Rita hit the poor of New Orleans and the Gulf Coast disproportionately as many of them were already living on the margins and could not evacuate for lack of the means to do so, exposing the poverty which still exists in America and which has been ignored in a country that prides itself on lifting up the downtrodden;
Whereas between 2001 and 2004, the number of Americans in poverty jumped by more than four million, to 37 million people and the number of Americans without health insurance has increased by 6 million since 2000, bringing the number of uninsured to 46 million, all taking place during a period of economic recovery; and;
Whereas the United States Congress has already cut $40 billion in important social service programs projected to take place over the next 10 years - $4.9 billion from child support enforcement, $12.7 billion from student aid programs and $10.1 billion from Medicaid.
Therefore be it resolved that members of the Rabbinical Assembly speak out in their pulpits and in other appropriate venues against Unites States Federal budget cuts impacting the disenfranchised, the elderly, the poor, and the disabled; and
Be it further resolved that the leadership of the Rabbinical Assembly and its members communicate with members of the United States Congress and other federal, state and local officials to provide adequate funding for a range of social services including Medicaid, child care, education, and student aid.
